RAW was on TNN/Spike from 2000-2005. I don't have/couldn't find any concrete numbers from back then as far as complete viewers. However, early in that time, the TV ratings were good (6's and 5's). Over the years they settled down into the 4's and 3's. Today, on USA, ratings for RAW are in the mid 3's. Not sure how that translates into total viewers though.
I'd think there were more viewers from 2000-2002 then anytime recently. But Spike or USA doesn't have a real role in that. Just a matter of (at the time) the 2nd big company was closing its doors and most of those fans tuned ove to WWF/WWE in 2001. Then they pretty much stopped watching since.
Just an interesting point to ponder...during the height of the wrestling wars of the 1990s, circa 1998-1999, between the Monday shows on TNT and USA, there were over 10 Million viewers watching wrestling on one night. And think less than a decade since, half that number is what's watching now.
