I'm high on the kid, but here's the scouting report according to Frank Coyle of Draft Insiders' Digest.

The good: Meachem is similar to the Bills’ Eric Moulds in size, speed and athletic ability. He gets to top speed very quickly and can pressure defenders, especially working the slip screen where he is very. At the NFL Combine, he ran a 4.39 and 4.4 times with a 37.5-inch vertical jump and a 10-foot-1 broad jump. He is a big-play performer with the talent to provide an impact as a receiver if he can learn the offense quickly and show development as a pass-catcher.
The bad: He needs work on his pass-catching to improve his passing radius. He's tagged with concerns about high number of dropped passes and his level of development as a route runner. He runs adequate routes but will benefit from better footwork at the break point to provide his passer with a more disciplined target.
Outlook: Meachem is a first-round bubble prospect who could go late in the round or early in the second round. After he goes, it could set off a major run at the position. He is a top-30 prospect and one of the best playmakers in this class with a big upside after refinement of his fine talent. Clubs like the Packers, Titans, Chiefs and Chargers will look to draft him in the first round.

I personally think his route-running and footwork are better than Coyle thinks. He's a keeper.
