I get what you're saying... it didn't flip for me either, though I'm not sure why. You can go into your User CP and change it manually, though. Click on the User CP link, then Edit Options, then scroll down to Date & Time Options and set DST Correction Option to "DST corrections always on". That's what I wound up doing!
