The NFL doesnt investigate charges unless the team officially files tampering charges. But that doesnt give teams license to claim it with out formally filing charges.
Adam Schefter of NFL Access reports that the league will be looking into whether owner Al Davis violated rules when he accused the Pats of tampering with WR Randy Moss.
If Davis was making a frivolous claim, then the Raiders could be punished.

Davis claims the Pats tried to entice Moss before he was given permission to play elsewhere. Its been over a year and that will make it more difficult.
