Woah now, they're not fugitives lol. I know what you mean, you just used the wrong word. They fleed Cuba and are known as defectors, it's not like their criminals. But of course, if they were ever "caught" back there, let's just say, they wouldn't be treated nicely by Castro and Co.
Anyway, ofcourse there's no legit birth certificate that the MLB officials know of. Cuban defectors and some Latin American players routinely lie about their age (to make them younger) so that MLB teams aren't scared off of their true age.
Of course some of these players are older than what we know, but as long as they can produce, it doesn't matter. Just imagine how old Julio Franco may truly be
