Which Race Was Short of Cars?

Since 1998, NASCAR Cup has started 43 cars in every race .. that is except one. Can you name that race (date and track)?

This was more of an oddity than anything else. Originally there were 43 scheduled but one team ceased operation by the time the race was rescheduled.

NHIS and it was run on 11/23/01. Should have been run on 9/16/01 but due to 911 it was canceled.

Right in my backyard plus, like everyone else, I remember exactly where I was when I heard the news.
