If NASCAR says the COT cars have to be the same specs, then why don't they keep the same tire specification for all tracks? If teams know what the tire specifications are they will be able to adjust the COT car at various tracks to perform better. Right now, a team shows up expecting tire specifications they were told or used during the last race, and find out about 10 laps into the race it doesn't perform as their experience told them. That's one of the reasons teams want to participate in tire tests. They get more information to deal with at race time. But, if they had one tire specification (or maybe a speedway tire and a short track tire) I really believe we would have better racing.
Notice some of the good drivers that one week are running in the back of the pack. Their RPMs are the same as the leaders, but they can't get off the corner like the leaders. I know there are things like tire pressure, cross weight and pinion angle that can increase bite, just as the tire hardness is a factor in getting "bite" as well.
