Sales taxes equal anyone who buys something in that county. This means that, in a perfect world, the people would own this venture but we all know it ain't perfect. It'll be a private, profit making organization making the money and the good tax payers of that country will subsidize them.
I don't know exactly where this will all be placed but I predict that if the land can't be purchased for a bargain, the government will exercise eminent domain and seize it.
I like the concept of a racing Disneyland but I hate to see the taxpayers subsidize the thing for someone who believes in the church of OPM (Other People's Money).
