Every case is different. In the case of Bristol (the last one repaved), there were a couple of reasons. The first one was that the track had deteriorated and was really rough. The drivers said the vibrations beat them to death.
Second reason was that many complained that Bristol was a one grove track and side-by-side racing was as rare as honest responses at a presidential debate. From what I have heard they have (a) flattened out the aprons in the turns, (b) slightly increased the banking toward the top of the turns, and (c) most importantly, increased the banking coming off the turns. This means the cars get more forward bite coming out of the turn, increasing the possibility of cars remaining side-by-side. This changing the exit banking effectively widens the track leaving turns 2 and 4.
