Sorry azrael don't think there is a list of rules or at least not a list the public can see anyway. but yes as long as you cross the finish line it is legal only as oncea3fan said you cant be pushed.

The term "Balls to the Wall" is a Naval aviation term. On the top of the throttles is a ball or some other device shaped to be known to the pilot by feel. We dont pay attention to gauges or switches when 50 feet off the deck and 300 knots. Just like a grandstand paint job. 50 feet away and 100 miles an hour aint no one gonna know the difference.
