You guys completely missed my point. NASCAR's rule book does not have that rule stated, so that means that grey area can be used as a advantage. Im not saying you don't need to penalize him, what Im saying was he still went outside the rules, no matter what NASCAR's rules state. I agree with you that drivers should have control of their cars, but what Im trying to say is if someone has to go outside the box and cheat, your not the true winner of the race which you cheated on. I don't care what NASCAR's rules say, if you go outside the box and find a grey area, it is called finding a way to cheat to win, and if this story is true, then Harvick found a grey area and cheated to win, and Burton used it as well, so he used the grey area and cheated as well.
