ok, i think the best thing to compare it to is the Super Bowl
they are both practices, street partying and game/race for a week

i think this shows NASCAR races draw enough fans to have a very significant benifit for a community
as for inconvienience ? well i bet business owners would laugh at that question due to the influx of $
id also say the locals could easily be compensated to overlook most any inconvienience, in the way of money for other things like street improvement, or money for schools or something
im not sure how much the roads would be closed for the week for practices and qualifying, but id say on raceday....with preperation and racing and cleanup i bet it could all be done in 10 hours or less with no rain delay
also please keep in mind not all of the circut needs to be downtown......pretty much only the finish line needs to be
