Backing off on instigator?

GMs are discussing whether or not the league should allow the protection of the skill players by the "policemen".
who is leading this change? Brian Burke, Anaheim's GM, and his team happens to be leading the NHL in fighting majors.
instigators are given a 2 minute minor, a five minute major and a 10 minute game misconduct,with a game misconduct if they offend again.
Burke wants the player given 5 or 6 chances before he gets kicked out.
I like that - 5 or 6. 7 or 8. 9 or 10.
He says it's their job to protect.
Penguins GM Shero is against it even though they are a highly affected team (poor Mister Crosby). TO Ferguson GM - thinks changing it would be a "public relations njghtmare", and says Crosby is doing just fine.
Players Ass. has always wanted the instigator penalty repealed, but it's not a big issue for them now.
Chelios says the hooking and holding calls are too much. i actually agree with him. Hm.

Well, if you have a sport that lets them fight...its kinda silly to kick them out for it...

I think for some, the idea is they want fighting to be a thing of the past.
I was just watching a highlight video of Wendel Clark. He was great but he was some fighter. The game isn't like that anymore.
I don't much like the fights, they end up looking pretty silly to me, but I like a rough game, and I like the tough guys watching over the skilled guys. but I want the tough guys to be good hockey players too, not just tie Domis. I like Hal gill on the Leafs now - he's a good defenceman and every now and them he uses his extreme size to put someone in their place.

At this stage if you take fighting out, you have a Swedish Elite league equivalent...might as well put cage helmets on all of them.
