BMW-Sauber await FIA verdict

The BMW-Sauber F1 team is awaiting word from the FIA regarding next year's Championship after Toyota withdrew from the sport.

OK, your humble moderator is in the dark on this one. Would someone please explain how this problem has come about and where it's likely to be headed? What is this "13th Place on the Grid" all about?

There is a maximum of 13 teams of 2 car each allowed in F1.
The former BMW Sauber team were the 14th team, because they didn't sign the new Concorde Agreement neither were they a Cosworth/Mosley/FIA team.
