The Raiders, led by Al Davis, have been stepping in it for quite a while.

One way you can judge a team's progress is to look at it's yearly draft position. Sure, there can be many reasons why you get a high pick including trades and even penalties, but on face value, the Raiders have managed to cement themselves with a top-10 pick in four of the past five years! That means that they are spending a boatload of money on high picks with little or nothing to show for it!
