Cracking down on hooligans(not the players)

NFL Commish Roger Goodell will be issuing a fan conduct policy that will hopefully forestall a ban on alcohol at NFL games. It will be out before the start of the season.
The league might have thought it had a fan behavioral problem when:
1995: Giant fans pelted opposing equipment manager with ice balls until he was unconscious
1997: over 60 fistfights broke out at Veterans Stadium prompting Philadelphia to assign a municipal judge at the stadium on game days.
2000: Raider fan stabbed a Chargers fan
2001: Browns showered the field with plastic beer bottles
2003: Three Charger fans beat a Jaguars fan unconscious
2007: Kids at a Jets game at the Meadowland witnessed men screaming at women to bare their breasts (and women obliging)
And on and on it goes.

The NFL has not wanted to admit it had a drunken fan epidemic.
So if Goodell does this and succeeds at pressuring teams to handle the problem, is it going to hurt the NFL?

I think it would help the NFL. Change it's image from thugs on the field and in the stands to a more family friendly environment and thus widening their audience.
