Adam Schefter of NFL Access reports that Joe Horn might be the back up plan for the Cowboys at No. 2 receiver if Terry Glenn doesnt sign the waiver.
Why they think Horn is the answer is difficult to understand. Horn is 6 months older than Glenn and hasnt racked up more than 1000 receiving yards since 2004.

I think so, only because it keeps Witten around as a viable option at TE.
But straight up, comparitively, Witten's clearly the better athlete right now.
