| NCAA Football Rules Changes For 2009 Here is a link to the NCAA rules page. It is very long and technical but several rule changes are MAJOR. There are changes in roughing the punter. The punter is not protected under the roughing rule if he goes out-side the taclkle box to execute a "Rugby Style Kick". Changes and clarifications to the "Face Mask Rule". Changes and clarifications to Ineligible and Eligible Recievers. . In all there are 14 pages of changes and explainations that are new for the 2009 season: Football Rules - NCAA.org
