Commissioner Roger Goodell visited the Bengals training camp and noted that the Bengals' top draft pick Keith Rivers had not been signed and was not in camp. Goodell says there is a flaw in the system for signing rookies and it must be fixed.

Goodell reminds me of that elementary school principal that goes peaking in all the classrooms and gets all overly-concerned if the kids are goofing off.
